The local context

The European School Survey Project on Alcohol and Other Drugs Report from 2019 yielded the following findings for Croatia when it comes to tobacco use: 69% of boys and girls stated that cigarettes are “fairly easy” or “very easy” to obtain; 55% boys and 53% girls tried cigarettes at least once in their lifetime; 22% of boys and girls tried cigarettes at the age of 13 or younger, and 33% of boys and 28% of girls have tried e-cigarettes in the period of 12 months before the research. The frequency of use of tobacco and tobacco products among minors is definitely not negligible⁠—with a high degree of availability of tobacco and tobacco products to young people, the occurrence of occasional or constant consumption of cigarettes and other tobacco products is present already in the pre-adolescent age.1





Our objectives

To raise awareness of the harmful effects of smoking and promote the formation of healthy lifestyle habits among children.


Our focus

MISSION: OXYGEN is a nationwide programme that aims to help children develop healthy habits by educating them on the dangers of tobacco and tobacco products. The programme targets children aged 10-14 years of age and aims to reduce the prevalence of smoking among minors.

The programme also maps and targets tobacco policies, with the aim of promoting improvements to the quality of life for children and citizens in Croatia. 


Our programme

  • A national campaign designed to create an alternative narrative around the consumption of tobacco, which is often portrayed as an acceptable social activity. With a bespoke website, missionoxygen.com, and an active social media presence on Instagram, TikTok and Facebook, the campaign uses influencers as ambassadors to promote healthy lifestyle choices for young people, while also addressing why smoking is not a 'cool' choice. It is also supported with workshops designed for both students and teachers.

  • A drive to advocate for a policy environment that supports healthier lifestyles, brining together key decision makers and partners for expert conversation on where the core areas of focus should be for policy change.

Our partners

Propulsion is a communications foundation specialising in social impact campaigns and projects. Familiar with the actions needed to bring the communities together and grow the public awareness, they serve as facilitators and leaders of communal development with a goal of improving society; focusing on education, democracy, human rights and the rule of law, and especially vulnerable groups’ rights. They foster cross-sectoral partnerships among citizens, governments and civil society actors to advance dialogue and raise awareness, reaching millions in the process.
